This is a simple "Air Amplifier" - high pressure air input at the small tube inlet generates an increased volume of air at the output through the use of an annular Venturi arrangement.
This can be printed at this scale with a 0.2mm nozzle and the needed support is already drawn into the file - as it needs to be very specific - once printed, snap out the inner piece from the output side of the Venturi and its ready to go.
If you use a larger nozzle, the inner gap and tube will not form correctly and be supported by the support plug - you would have to scale the whole device so that the lip of the annular opening was one nozzle width or more.
This can even be "powered" by a dust off can -
It was designed to be a layer cooler for my 3D printer using compressed air rather than a fan.
It may come up with three non-manifold edges - which I haven't been able to find yet but my slicer software fixes for me.
