This thing converts a 4" USB Desk Fan into a small Pedestal Fan, ideal to raise it higher off the desk. It's possible to tilt the fan up/down to direct the air, as with the original frame.

These fans seem ubiquitous on the Internet and in the High Street.
There are only 3 parts to print (base, arm, and clamp), and you need to print 2 of each, then bolt them together with M3 screws. The picture shows how it goes together. This prints easily on small beds, and individual parts could be replaced if they break. Minimal support is needed to print the arms, but everything else prints without.
The assembled base shown in the photos has 120mm span and seems pretty stable. If you want a bigger base, I've also uploaded an alternative version "fan_base_150mm.stl" which has 150mm span when assembled.
Update: 13/02/18 - added an optional "big foot" which is designed to slot on the ends of the base. This will accept a large nut for a bit of weight, and suits 24mm diameter by 4mm thick foam/rubber feet like these: http://www.wilko.com/all-hardware/wilko-foam-floor-protector-multi-24pk/invt/0344743
Other hardware needed:
8x8 Aluminium U section, or box section (cut to your preferred length)
4x M3x20 screws for the top clamp
4x M3x10 screws for the base clamp
2x M4x20 screws to mount the fan
The two rubber washers off the original fan
Sticking rubber feet on the end of the four legs will greatly improve stability. The U channel allows the cable to be neatly routed down the pedestal. The wire can be secured in the channel with velcro ties or cable ties.
The U channel was a 1m length from a local DIY store (B&Q probably) and the label says "FFA Concept 2005.5266". The external dimensions are 8x8mm and the aluminium thickness is 1mm.
The SketchUp model is included for ease of editing.
