Don't feel like paying thousands of dollars for a piece of metal sheet? I made my own TEM cell for precompliance EMC testing (radiating emissions and immunity tests).
The challenge is the design itself: the calculation, simulation and measurement. But you'll find some good papers in the web. Here is my favorite from Sandeep M. Satav. Be careful, because there are some errors in the mechanical drawings and most of all comments and corrections are wrong too. But with simple mathematics, you can find the right values.
To give the metal sheets a dimensional strength, I printed the holder for the septum. In my case it is 0.7mm copper.
Of course, you need some other equipment. I use a spectrum analyzer, a low-noise amplifier for emission measurements, RF power amplifier and modulated signal generators for immunity tests. Attenuators, terminators and DC-blocks are also recommended.
