Used to provide a mounting point for the counterpoise of a dipole.
Use 1.2mm derailleur cable for each element and cut to 158mm. For the driven element, this dimension is from the point where the cable leaves the end of the shield. The counterpoise should be soldered as close to the top of the SMA shield as possible, it helps to file a bit of material away before soldering.
Once the cables are soldered, slip the thing over the counterpoise and glue it to the SMA socket with ca glue, it helps to file a little away from the sides of the SMA plug to get a good glue joint.
