This is a time-saving device for making espresso: instead of grinding coffee into a container, then pouring it into the brew basket, and doing multiple rounds of packing to prevent spillage, you can just twist-lock this onto the basket assembly, grind directly into it, and pack with no coffee wasted except for a little bit in the corners. It's designed for my 10-year-old Krups XP4030, but would probably work with a lot of other 52mm machines.
My tamper is a little small (51.3mm diameter) so I made the bore 51.6mm in the model, and it has a nice fit when printed with Taulman t-glase - tight enough to keep the tamper square so the coffee gets packed flat, but not so tight that it scrapes. I believe t-glase is also FDA approved so I'm not too concerned about any plastic bits that might scrape off. For non-FDA-rated materials or larger tampers I'd recommend using the loose fit version, which is 52mm. You may see a little coffee getting past the tamper with that one.
I recommend unlocking the guide from the basket holder and removing it before you pull the tamper, otherwise you may create a vacuum and pull the coffee back out of the basket.
