So I might have stretched the interpretation of the "etc" in the challenge requirements stating:
Free choice of gear system e.g. planetary, worm, spur etc.

And I just reviewed the requirements after uploading the model files and completely overlooked the bullet point about non-lubricated gear systems being favored.

At least this was a fun project to brainstorm, and I can finally upload something to GrabCAD.

Having said that, my take on the design is combining a gear pump with a piston/cylinder. The "gear" ratio between the pumping capacity to a single stroke is 1000:1. As the piston moves it rotates the output shaft through a thread.

Hopefully the gif/animation appears. It took a while to figure out how to animate it, and at least it will show the operation of the valve (even if the implementation is incorrect).
