This approach is based on the below facts:
The flying base will builded on earth and will travel to Mars.
Easy to move in order to avoid storms and possible asteroids fall
Easy to explore Mars planet with limit risks and fast traveling speed (compared to ground solutions)
Floating is based on balloons (in the visuals the white areas between floors) filled with Hellion gas. This Solution along with Mars low gravity provides a low energy consumption flying solution. Also easy to change altitude (similar to the aerostat on earth). Hellion is a gas that is able to maintain its properties even at -270 C (Mars lowest is -170C)
It will be easier to build a base on earth and then launch it to Mars, instead of transfer the materials to the Mars and try to construct buildings with high demands (since they will have to preserve life) at a hostile environment. Time is also an issue.
Reduced cost and increased safety vs to build it on Mars
Bedrooms, dining rooms, training sectors, laboratories for experiments, a huge area to grow plans for food, complementary energy support from the huge solar panels on top of the construction and small vehicles for ground exploration and collection of samples.
