In the army we used to hold the straps down with black insulation tape, but now I don't really want to get my bag straps sticky anymore.
At first, I used the rubber bands that came with my bag but I found that gradually one of the bag straps would get longer than the other. It got annoying having to readjust my bag every week or so, so I decided to take advantage of some TPU filament I acquired to make this.
The internal diameter is 13mm x 21mm. Printed in TPU (clear), 215 deg, 0.4mm nozzle, 100% infill, 40mm/s, 80deg glass HBP with blue painter's tape. I find that 1 layer thickness of TPU makes it super strechy, 2 layers makes it harder, 3 layers makes it quite a bit more rigid. This has 3 total shells if I am not wrong. (EDIT: On second thought I can't remember anything about this setting, I made this a month back and my printer has been down for a while, either I'm right about this or I'm just throwing random figures that I rememeber to be true but might not actually be true)
This holds 4 to 5 rolls of the bag strap nicely, and it's not come loose since I started using this.
I suggest scaling up or down the item to suit your requirements. If you need something more specific designed, do let me know and I'll try and help out where I can.
FUTURE UPDATES:
A 'clip' to hold the bundled loose ends to the lower part of the strap (you'll understand when you see it)
