Water Fog Net Challenge

Fog net support set for :
- resisting a wind pressure of 600 N/m² (Vb=70mph=31,3 m/s), with security factor of 1,5
- have less than 2mm max displacement under the same wind with a factor of 1
- allow to position the net from 1m to 3 m (net base)

Must say this one got me! This design is too bulk but i do not have enough data :
- what is the minimal distortion allowed on the net ?
- can i glue, can it be weld, what pressure can i apply on it ?
- what is the porosity of the net (for the wind effects)
- Is the use of concrete supports on the ground possible ?

I try to use common steel beams and screws. There's a lot of part but this will allow an easy transport and almost all assembly only need hex key .
