This is a Vigenère Cipher Circle Decoder! It can be used to decode the famous Vigenère Cipher. To learn how to use it, go to:

To assemble, slide the small cylinder thingy through the large wheel. Then, put a dab of super glue on the top when it's through (not too much though) then put the smaller wheel through that. Let it dry for a bit then it's ready to go!
For this project, I used Blender to make everything.
