This is a stabilizer for the Thermo Scientific ART Barrier Low-Retention Pipette Tips 10 µL Tip Box (Fisher Sci Cat# 21402482).
When loading a pipette tip from the front or back row of this tip box, the force from pressing down near the edge of the box can cause it to roll or even flip over completely. This causes tips to fly everywhere and it can even bend the shaft of the pipettor.

To keep the tip box from flipping over, just place it inside the TipNoFlip while working.
