As suggested by aphex3k, these are cooling ducts designed to clip on to the hotend of a Tiko 3D printer. Take a look at the Tiko Air Hose Clip for more info about air pumps and silicone tubing, almost all the parts and installation steps are the same.
With the latest Tiko software update, the printer puts a large blob at the start of each print that may collide with the cooling ducts. You can preheat the nozzle before printing to avoid the blobs.
