WORK IN PROGRESS, I'M CURRENTLY PRINTING AND TEST PARTS BEFORE FINAL RELEASE!
What is that?
Need to avoid the paper roll to be stolen at work? Want to teach your kid not to waste toilet paper? This dispenser is for you!
Screwed on the wall, it will only give the sheets once at a time, when pulling on the one that protudes it will detatch from the following that will be protubing in turn, ready to be pulled.
It holds rolls up to 130mm (~5") diameter (yep, that's a big roll!)
It can be key locked as well using a 5$ lock!

Sorry for the poor quality and the mess, I'm filming with my old smartphone with low luminosity and I'm cleaning up my workspace. It doesn't give a single sheet all the time I have to try with a smaller hole, but other than that it works like a charm!
You will need
2x M3 40mm screws or bolts (will work with longer ones upt to 60mm)
2x M6 screws or bolts (it's up to you to chose the length depending on how far you want them to go into the wall, knowking that they will be 4mm into the dispenser)
1x 20mm door lock (optional, only if you want to be able to key lock the housing)
How to assemble it?
Easy as ABC!
Print the base, a lid (chose version with or without hole to mount the key locker depending on what you want), the lock plate if you want to be able to key lock the dispenser, and the hole that suits your paper the best.
Depending on the thickness and strenght of your paper you'll need a different hole, that's why it's printed separately, if it's too small the sheets will rip in half, if it's too large they won't detach one from another, I suggest you start with 8mm and see if you need bigger or smaller.

First insert the hole in the bottom of the base, from the inside, it should fit right in.

Optional, if your roll is smaller than the diameter of the dispenser and it can move in it, it can be a good idea to use an adapter to keep it centered, measure the diameter of your roll, chose an adapter accordingly (from 80mm (~3") to 120mm (~4.7")), print it and insert it into the dispenser.

If you chose to add the key lock, insert the lock plate at the top of the base, you can glue it but it's OK if you don't, even if it's moving a bit it will be retained by the stud that goes into the lid.

If you chose to add the key lock, take the door lock you bought and install it into the lid, be careful how it's oriented.

Now position the lid on top of the base and put a M3 screw on each side of the hinge.

Finally take a toiler paper roll, remove the its cardboard roll, take the first sheet from the center, insert it into the hole (you can remove the hole from the base if you find it easier that way) and put the whole thing back into the dispenser.
You're done!
Close the lid, lock it if you want, and boom, test it! :)
If needed, print a smaller or a bigger hole and swap it.
How to put it on the wall?
You'll need to screw the M4 screws in the wall vertically with 75mm (3") between each, leave then lose by about 5mm, insert the dispenser on them through the big holes, slide it down, and secure it by tightening one or both of the screws.
