I use stacks of cut up scrap paper held together with a rubber band as notepads. This notepad holder still uses a rubber band, but it makes the notepad easier to use.
This is sized for paper that is approximately 4.25" x 3.67". That's one standard sheet cut into 6 pieces. See the picture for an example of how to cut. There is a bit of extra space on the edges, so your cuts don't have to be precise.
Stick your stack of paper under the flap and use a rubber band to secure it. The design allows it hold your paper firmly whether you have a full stack or just one piece of paper left.
