This is a new central hub designed for a open real 50 meter measuring tape, which in the specific brand that this is designed for is easily broken, this part is more sturdy and has no moving parts.
Slot the tape in and optionally retain it with a small pin e.g. a cut down section of an emptied tube inside a biro or a bit or printer filament.
The 3 other slots are for redundancy, if one breaks you can glue it back together and use a backup, of if a print defect makes one unusable.
This was designed to help a high school fix a bunch of tape measures that students managed to destroy.
