Top and bottom pieces snap together. LEDs shine through the top of the case when using a translucent filament.
If tolerances are too tight for your printer, open https://a360.co/3iPjN25 in Fusion 360 and select Modify > Change Parameters, then adjust these parameters:
tol: tolerances around the programmer.
snap_tol: tolerances around the parts that snap together.
led_wall: thickness of the wall where LEDs shine though.
