These are seat belt extensions which are used so that you don't have to make the big reach every time to put your seatbelt on. They attach to the chassis stiffener bar. In order to clear the plastic, a 6mm washer is required, but also included. I have included a 10mm washer too if the 6mm doesn't give you the clearance you want. The washer is installed between the stiffener bar and the chassis.
Although the belt extension adds a little friction to the retract function on the seatbelt, the seat belt still performs all of its functions without a problem so you get added convenience with no risk to your safety. That being said... use it at you own risk...
