Created as following way. Create boxes of size 34 x 34 x 5, 21 x 21 x 5, 13 x 13 x 5, 8 x 8 x 5, 5 x 5 x 5, 3 x 3 x 5, 2 x 2 x 5, 1 x 1 x 5 And align them according to the image below. https://www.photonerdsuniversity.com/wp-content/uploads/2017/06/Golden-Ratio-Photonerds.png
Create same sized Cones and use extrude to remove the cones from the boxes to create circles.
Scale the size as you wish. Add bounding rectangles around the pad to keep it together.
