This is a mount to make it possible to attach a Garmin RTL-510 radar to a rear rack. I used it on my recumbent (which doesn't provide a conventional seatpost). It also adapts for the 5 deg tilt in the back of the rack.
Other parts you'll need:
A 3/16" bolt about .5" long
A locknut
A conventional Garmin 1/4" turn mount and their rubber bands (I used this approach so that even if the rear wheel hits the radar, the radar will stay with the bike rather than breaking the mount).
