I have several flashlights that use the 3.7v 18500 Li-ion Batteries. The problem with my flashlights is that the tube that the battery goes in is much larger than the battery itself. But the battery still works and some times the light is very dim.
SOLUTION:
Create a sleeve that will fit the battery and my flashlight to keep the battery from moving in the flashlight.
DIMENSIONS: 51.5mm long, 21.7mm wide, 17.75mm ID 1.70mm wall thickness.
