A different flag had been suggested by representatives of organizations and political parties during the first National Convention of East Timor, held in Portugal in April 1998. This flag was originally that of the FALINTIL, the East Timor Liberation Army (Forças Armadas de Libertação Nacional de Timor Leste). Due to the popularity of the FALINTIL, a consensus was found among the participants in the Convention, in temporarily adopting this flag for East Timor.
