I've printed a few spinners for my family - I've not bothered to design my own since there are plenty of good designs out there (I've been printing lovewaffle's cog triple spinner) but I wasn't happy about most of the designs for the hub caps, which are either hard to fit, or can lead to friction against the bearing, or both, so I designed these:
pedestal on the shaft so the only contact with the bearing is with the inner rotating part
-shafts are very slightly tapered, so go in easily but snug down firmly
shaft halves interlock (you can put a tiny blob of glue into the hole and they'll never come out
outer caps are wide enough to act as a dust cap to prevent any grit getting into open ball races, yet small enough so they don't protrude beyond the spinner's inner diameter
nice height and taper on the outer caps to make them pleasant to hold.
inside rim of the outer caps is slightly tapered to minimise any messy printed edges that could rub against the bearing.
So all in all, massively over-designed for what it is. Mine spins for over a minute with a hybrid-ceramic bearing now.
I printed mine 0.1mm with 100% infill, and you probably want to print 2 or 3 sets at once so that you don't get hot-printed blobby err - male parts
