You can try printing this right-side-up or upside down. Use support. Print with 98-100% infill. Use a lot of shells (If you pick 15 or so shell layers, it will be all shell). Press a 1/8 inch steel or ceramic bearing into the tip (buy them on eBay or Amazon). It will snap into place.
I get spins over two minutes.
