One of the members of the Cult of Skaro, he sacrificed some of his Dalekanium to create the Dalek-Human hybrid species. But when Dalek Sec feels upset about having Dalek Caan kill an innocent man, Thay grows suspicious of him. Not to mention the fact that Sec ordered Caan and Jast to NOT kill the Doctor, but to bring him to the labratory. Caan and Jast return, and they overthrow Dalek Sec. Dalek Thay is identifiable by the design under his eye- the line in the box is more towards the bottom.
