USE LED TEA LIGHTS!
The base will need supports.
The tops you will need to print in spiralize mode or vase mode in your slicer, make sure to make the first 12 layers solid by setting bottom layers to 12, also you may need to make the tops smaller to fit in the base. I recommend using 98% scale if the tops do not fit in the base, the best way to check is to print a base and than print about 5 layers of the top to see if it fits. this may very depending on your printer settings or filament.
