This caps fits most clarinets with standard corktap size (22mm and 25,5mm). The idea behind this idea is to be able to seal up the lower end of each register part to ease up finding air leaks, unaligned mechanics and bad pads.
The caps is mounted on the lower part of the register that of course sould have tap grease added to them. Then you can blow into the uper barrel opening, use one hand to press down keys necessary to seal up all open "standard" keys. This is the base stage.
If you still do have air leaking out, now you use the fingers on the other arm to push on pads, and feel around where the leak is coming from.
