This turbine starts spinning at wind speeds that propeller like turbines do not even feel, and is made out of twelve 55 gallons (200 liters) drum barrels split in halves, a pipe two metal disks and 3 half barrels per wing, a central pipe with upper and lower 8 holders that is also the main rotor axis, 2 bearings and a pipe made stand plus a generator, a little roof beneath to protect the generator area but you could also picnic there, it can output up to 20 Kwh and you can make it with a damn welding machine a cutting tool like a flexible grinder, a drill machine and a lot of sweat.

The advantage is that the wings are also free to rotate around their common pipe axis, and are hold on the radial position by a pull spring that if the wind is too strong allows the wings to change position both due to wind push and due to the centrifugal forces, limiting the maximum speed so that the whole machine would not over-speed and get destroyed.
