This material is an attempt at making a frozen/icy painted surface all procedural. I used an extreme value on tangent space normal map in order to add some sparkles whith cell voronoi (could be usefull for snow too I guess), which you could see as fireflies. I used some noise color as tangent space normal map to represent some kind of anisotropy (It could have been done with anisotropy shader perhaps)...This is better when animated : Material Preview Scene (B.M.P.S) for Cycles Robin "tuqueque" Marín.
